Many of the changes which the BBC has undergone since the mid-1980s would have taken place naturally, and were therefore not the result of the influence of individuals, according to John Birt, director-general of the BBC. Overall, developments at the BBC have been very similar to those which have been seen by many public and private sector institutions in the UK over recent years. Birt believes that the BBC still receives unfairly critical media coverage, heightened by the fact that creative people within the BBC have not hesitated to express negative views.

John Birt, 48, becomes director-general of the BBC in 1993, having been director-general since 1987. He appears to be a radical reformer with modern management ideas. He comes from a Liverpool Catholic family, although his mother's family were Irish protestants. He attended St Mary's College, Liverpool, an Irish Christian brothers boys' school where education was regimented and boys were beaten. He studied for an engineering degree at St Catherine's College, Oxford and became a trainee with Granada Television.

Revitalised but not privatised
Article Abstract:
The BBC is a very strong international cultural institution, but is now entering a very challenging period in its history, according to director-general John Birt. The key difficulty is competition from pay-television channels on cable and satellite, which will get worse as the market becomes increasingly fragmented with the introduction of many new digital channels in 1997. Despite this, he believes that the BBC will continue to play a vital role in expressing traditional British values.
