There is still conflict over the 26 seconds of film shot by dressmaker Abraham Zapruder of the assassination of President John F. Kennedy in Dallas, TX, in 1963. This footage has been of particular significance to the work of the Assassination Records Review Board, which was created by Congress in 1992 and was wound up at the end of Sep 1998. This board declared that Zapruder's film was the property of the American people. The controversy about the film goes beyond ownership rights, as it has become a frame of reference for modern American culture.
