The UK government plans to introduce regulations obliging managing agents of blocks of flats to meet strict conditions relating to how they manage the affairs of flatowners. Campaigners for leaseholders have welcomed proposals for a no-fault right for leaseholders to manage their blocks and to purchase their freehold collectively more easily, but they feel that it is vital to regulate managers and managing agents. The government has recognized the need for controlling managers and agents, but it is not yet clear what form this will take.

There are a number options available to leaseholders who feel that they are being charged excessive service fees. It is possible to apply to the Leasehold Valuation Tribunal for a ruling on whether the service charges are reasonable, and they can also appoint a manager for the freehold, even if the freehold is still owned by the landlord. However, they must be aware that the freeholder has the right to oppose this process and that the freeholder's views must be taken into account by the Leasehold Valuation Tribunal.

There can be many legal and financial difficulties associated with gaining an extension to a lease, even though this right is enshrined in the Leasehold Reform, Housing and Urban Development Act of 1993. It is still necessary for tenants to compensate landlords for lost value, and they must meet the legal and professional costs of their landlord. Some landlords are very opposed to extending leases, and the services of the Leasehold Valuation Tribunal may therefore be required.
