Article Abstract:
Despite complaints about the British monarchy there is no organised republicanism. Attacks on regal corruption and plans for limiting the Civil List have been made for centuries. Royal finances and the Queen's role in the constitution have been conservatively investigated, but since the Queen proposed reductions in the Civil List and tax herself, serious reappraisal will be forestalled. Public discontent with the monarchy could be linked to a Bill of Rights and a republican alternative.

Ask the people? Not in Britain
Article Abstract:
Several countries are holding referendums in 1992/3, but the UK will not have one on Maastricht as UK politicians feel they restrict their power. Radical reformists propose constitutional reform, but through conventions of like-minded activists, not referendums. Foreign referendum results have brought about change impossible under the party system. Voters are disinclined to seek change and take note of the political establishment rather than the fringe.
