Looking ahead to a loan revolution

The UK government's forthcoming review of the structure and funding of higher education is likely to lead to a new funding methodology within the next two-three years. It is recognised that the current mandatory awards/tuition fees system cannot last as the number of students entering higher education continue to rise. It is possible that an income-contingent, post-graduation pay-back scheme will be introduced. This will allow students to receive a loan for part of the cost of their higher education, to be paid back after graduation through increased income tax or national insurance.

Strathclyde Regional Council consumer and trading standards department investigated loan sharking in Glasgow and discovered 150 operations. The Consumer Credit Act of 1974 makes it illegal to lend money without an Office of Fair Trading licence. Many borrowers are homeless people who stay in a hostel. Others are living in poverty. Prosecuted loan sharks in Glasgow usually go to prison. Loan sharks encourage bad debts and threaten violence if borrowers do not pay.

Not such a special day for women
Article Abstract:
The Sunday trading debate returns to the Commons on May 14, 1993, without due attention to the views of women, who comprise the greater number of shoppers and shopworkers. When the 1950 Shops Act was passed, only 26% of married women were in employment, whereas in in 1993 the figure is 70%. Therefore they need more time to go shopping. Women employed in retail often work on Sundays as the children can be looked after by their father.
