Major accused of self-deception over treaty
Article Abstract:
During the two-day House of Commons debate on the Maastricht treaty the Prime Minister said that it meant decentralisation but former Cabinet ministers disagreed. John Major stated his belief in a 20-member Community with many decisions being handled at national level. He felt that many centralisation problems came from the Treaty of Rome. No decision could be reached about a single European currency until the time came. Bill Cash, chairman of the anti-federalist Friends of Bruges group, said he thought the treaty should be rejected as it allowed devolution downwards but the powers would go upwards.

Leader of the Labour Party John Smith made his first Commons speech in which he attacked the Government for their incompetent handling of the sterling crisis. Parliament was recalled to discuss the currency problems and the disorder in Bosnia. Mr Smith stated that Britain should have initiated an EC response to the pressure on the currency. He felt that the European Monetary System was useful when a country's economy was strong. He favoured realignment.

Smith calls for EC action to cut interest rates
Article Abstract:
During a House of Commons debate on Britain's presidency of the European Community, Douglas Hurd, Foreign Minister, endorsed the Prime Minister's and his own trust in the Maastricht treaty and John Smith, shadow Chancellor, called on EC finance ministers to reduce interest rates. The Treaty of Rome commits the UK to accept harmonisation of indirect taxes such as the minimum 15% VAT rate suggested by EC finance ministers.
