Milestone in fight with Aids
Article Abstract:
Milestone House is the only hospice for continuing care of people with Aids in Scotland. It supports the increasing numbers of men and women infected by HIV and AIDS through drugs, which are widespread in Edinburgh and Lothian Region. Scotland had 1,921 HIV cases between Oct 1985 and Mar 1993. In the rest of the UK HIV mainly affects homosexual and bisexual men. Milestone House opened in Feb 1991 at a cost of 2 million pounds sterling. It is financed by the Lothain Health Board, Lothian Regional Council and donations. There are 200 clients and 60 non-uniformed staff.

Watchdogs kept on tight leash
Article Abstract:
The Charter Mark scheme promises a complaints procedure for public services but there are limitations on public sector ombudsmen's jurisdiction. When services are contracted out appeals to government ombudsmen become invalid. School curriculum and social services complaints procedures are required by law. Lower level complaints mechanisms are being investigated. Charters include clear instructions on complaints routes. Complaints from a member of the public must be in writing and go through an MP (Member of Parliament).

Fine promises, but little change
Article Abstract:
The Citizen's Charter promises patients the right to choose their general practitioner (GP), but outside London there may only be one practice in a locality. Only half the 9,000 practices in the UK have female GPs, but women prefer to consult female doctors. Independent contractor status means that GPs are not obliged to meet the Charter requirements, nor is the BMA responsible for them. About half the trainee GPs are women. Surveys show that patronage is common in medicine, preventing career progression for women.
