Time to rein in the watchdogs
Article Abstract:
There has been a sharp increase in the number of public service regulators in the UK over recent years. However, very little control has been exercised over the work of these bodies, according to a report from the London School of Economics. It is ironic that the public sector has been reduced in scale, while regulatory bodies have grown. It is now time to consider ways of measuring the performance of the regulators themselves. Possible developments may include the merger of the Audit Commission and the National Audit Office.

Cities rising to the Challenge
Article Abstract:
The Department of the Environment City Challenge led to the formation of companies comprising local councillors, private sector members and community representatives. Sunderland held a large public consultation exercise resulting in a network of local residents' groups. Community councils appreciate the power to achieve tasks which are normally neglected. Although contract compliance is illegal, tender invitations in Liverpool include a code of conduct asking for a number of jobs to go to local people.

Cities braced for new challenge
Article Abstract:
Twenty City Challenge winners are announced on Jul 16 1992 from 57 Urban Programme areas. Several regeneration schemes include reclamation of environmentally spoilt inner city land. The Urban Programme, which has had its budget cut, is out of date. A new body, the Urban Regeneration Agency is being established to coordinate inner city aid. The Department of the Environment is considering American Community Development Corporations as an example to follow.
