Once upon a time they were castles in the sky
Article Abstract:
Fifteen thousand people will be made homeless when Edinburgh District Council demolishes 2 high-rise flats at Leith Fort, Scotland. The council wants them demolished on aesthetic grounds and because they have become run-down and frequented by crminals and drug dealers. Moves to vacate tenants began in May 1991. The demolition will cost 1.6 million pounds sterling and there are no plans for replacement housing. Conservation groups oppose the demolition. They claim that the problem with the flats is not the design but the council's failure to maintain, manage and repair.
