There is considerable uncertainty in Belgrade, Yugoslavia, as army generals negotiate with Nato representatives about withdrawing from Kosovo, Yugoslavia. The opposition parties are calling for a general election, arguing that President Slobodan Milosevic has humiliated the army. General Vuk Obradovic, who resigned from the army in 1992, now heads the Social Democrats. He believes that this conflict should never have taken place.

Many Serb residents of Kosovo, Yugoslavia, are leaving the province in the wake of the Yugoslav Third Army. Television coverage in Belgrade, Yugoslavia, is presenting the Third Army's withdrawal from Kosovo as a victory, but for the Serbs of Kosovo it brings a very uncertain future. Nato air attacks have killed thousands of Serbs, 1,600 of them civilians, while no Nato soldiers at all have been lost in action.
