Nursery nurse Jason Dabbs, 21, was convicted for seven years for sexual abuse of nursery school children in Tyneside. Sixty-four children under five from two nursery schools alleged that Dabbs had sexually interfered with them. He gave them school property and threatened to tell the police they had stolen it. Many children had shown distress symptoms, but staff connected it with home, not school. The case places doubt on equal employment opportunities in child care. The Partnership With Parents aspect of the Children Act did not help the authorities' treatment of the parents involved.

Home alone with a murderer

Toni Dales, 4, did when Glen McPherson, 26, threw her against a wall in their home in Middlesborough, England. Local mothers had protested against her treatment, but none of the agencies concerned responded. McPherson had a history of violence towards women and children which was not communicated to relevant professional services. The report on the inquiry into the case is the second in the 1990s to demonstrate the risk of attributing violence to domestic issues and the implications for child protection.
