Putting your trust in local pay-bargaining schemes

By April 1993 about 70% of hospitals will have trust status and this will probably rise to 95% within another year but only a small minority have organised arrangements for local terms and conditions. The government is thought to want to impose a 1.5% to 2% pay increase limit for 1994/95 after a 1.5% limit for 1993/94 and the health service unions have indicated their displeasure at this. They say industrial action is probable. Chief executive of the National Health Service Trust Federation Lucille Campey believes the trust hospitals will soon make arrangements for deciding these matters on a local basis.

It all adds up to confusion
Article Abstract:
New recommendations from the Chartered Institute of Public Finance and Accountancy (Cipfa) state that there should be a single public sector accounting standard, controlled by a new public services accounting advisory board. Cipfa has criticised the current system, pointing out that it is inefficient to have public bodies working to different accounting standards. The government's response to Cipfa's views has been unethusiastic, possibly because it fears that Cipfa is trying to impose its preferred methods.

Nolan's a let-down by all accounts
Article Abstract:
The committee headed by Lord Nolan which investigated standards in public life failed to take a valuable opportunity to strengthen and extend the auditing of public bodies, according to many public sector accountants. The committee had very little knowledge of accounting and auditing in the public sector, and its report was very disappointing for the accountancy profession. In particular, the committee seemed to place more confidence in the Treasury than most accountants do.
