Michael Howard, Secretary of State for the Environment, announced the establishment of an Urban Regeneration Agency (URA) to improve derelict land in inner cities. Its objective is to encourage private investment by using some public finance. Its powers override those of local councils including compulsory purchase and planning control. The Scarman report after the 1981 inner city riots suggested such a body. It supercedes English Estates, the derelict land grant and the city grant.

Fundholding: 'GPs cannot cope.'
Article Abstract:
Giving GPs the main responsibility for purchasing within the UK's NHS is not the best way forward, according to a report from the Audit Commission which is to be published shortly. This is because most GPs do not have the necessary skills to manage large practices effectively. This conclusion contrasts strongly with that of the government, which claims that the GP fundholding system is improving care standards and saving taxpayers' money.

Labour to sell policy papers to lobbyists
Article Abstract:
The UK Labour party has denied that its decision to offer subscriptions of 1,000 pounds sterling a year to government lobbyists for access to detailed policy papers is motivated by a desire to raise additional funds. Lobbyists holding a subscription will have access to papers being discussed by the party's national policy forum, which will become its main policy-making body. There will be no direct access to the policy-making bodies.
