The system of funding arts institutions in the UK could be considerably improved if the most powerful institutions no longer received public subsidies at all. At present, the largest arts organisations take a very large proportion of the available subsidies, leaving individual arts, local theatre groups, arts centres and galleries short of funds. The leading institutions are thriving businesses, and should be made to manage without a guaranteed subsidy.

Composer Steve Reich's 'City Life' piece is only written for a small orchestra, and has none of the visual effects for which he has become well known. However, it is one of the most dramatic works he has ever written. It uses only a few real-life sounds and snatches of words, but conveys a strong atmosphere of adventure and suspense. Its use of live sampling makes it particularly effective.

Article Abstract:
Classical composer Steve Reich has recently completed a work entitled 'City Life,' which draws on the sounds of his native New York. It builds on documentary techniques developed in earlier works, and uses pre-recorded sounds played live in performance on two sampling keyboards. It merges 'musical' and 'non-musical' sounds, with speech patterns helping to generate the pitch material.
