Officials at the UK Ministry of Agriculture, Fisheries and Food are refusing to release two reports on the farm at Heddon-on-the-Wall where the outbreak of foot-and-mouth disease is believed to have originated. It is suspected that officials responsible for monitoring the farm could have taken action sooner, as conditions there were known to be poor.
