Chartering a hotline for the citizen
Article Abstract:
Minister responsible for the Citizen's Charter William Waldegrave set up a telephone hotline, Charterline. The service, costing 1 million pounds sterling, expects 7,500 calls for information or to make complaints between May and Nov 1993. A Research International survey of 940 people found 1/5 believed National Westminster Bank and Abbey National building society were public services. Many were confused about whether other agencies were public services.

Michael Bichard, currently chief executive of the Social Security Benefits Agency, is soon to become head of the Employment Department. He comes from a background which is not typical of government officials, having attended his local grammar school and started his career in local government. In his new post, he will be responsible for 58,000 employees and a budget of 4.6 billion pounds sterling.
