Spirit of old Russa reclaims new Moscow
Article Abstract:
Significant changes have taken place in Moscow, Russia, since the collapse of Communism in the early 1990s. A great deal of building work is taking place, and the city seems to be losing its traditional drabness. New monuments which mark significant events in the city's past are being erected, including a statue of Peter the Great which is intended to market the 300th anniversary of his foundation of the Russian navy. The city is giving off very confusing signals, as many elements associated with Communism still remain.

The US seems to believe that it can pursue a foreign policy which is frequently at odds with international opinion. It has opposed an international agreement banning landmines, for example, and could give in to lobbies campaigning against a planned global climate treaty which would reduce pollution emissions. It may be possible to justify individual actions against international opinion, but cumulatively these actions give the message that the US is not interested in the opinion of other countries.

American television now offers Cable-Satellite Public Affairs Network (C-Span). A telephone call is required to discover programming schedules. It does not have adverts or worry about ratings. It has no canned entertainment or insistent interviewers. Election coverage is undoctored. Three hours of phone-in programmes run each day. The 50-channel basic cable package includes it for $22 ( 13 pounds sterling) a month.
