Still enough warheads to go round
Article Abstract:
On Tuesday Jun 16 1992 Russia and the United States agreed to reduce deployed warheads to below 4,240 by the year 2000, to reduce aggregate warheads to between 3,000 and 3,500, to have no land-based missiles and to bring submarine-carried warheads down to 1750 by 2003. This is not the bare minimum required to preserve a deterrent. Strong control is necessary to deal with nuclear forces in former Communist countries. Other nuclear powers have not associated themselves in disarmament discussions.

Article Abstract:
US air strikes in Iraq will not affect President Saddam Hussein's authority much. He does not have the capablity to respond in the air but he uses the air raids to demonstrate US hositility to his people. He can blame economic problems on the sanctions. He continues to shell Shia positions and block relief convoys for the Kurds. The only way to prevent persecution of the Kurds would be to send in ground forces.

Article Abstract:
The downfall of Communism led to ethnic problems between obscure groups such as the people of Transdniester, who used to be the elite of Moldova. The majority of residents there are Romanians and only 1/4 are Russians. They fear being swallowed up by Romania. The current formula for solving ethnic conflicts is to form an autonomous district. It suits local politicians to exploit these ethnic differences.
