Swings and roundabouts of the Finance Bill

The UK government's Finance Bill, designed to add detail to the measures contained in the 1998 Budget, does address the practical concerns which many private investors have expressed since the Budget was issued in Mar 1998 to a certain extent. However, the Budget measures will mean that people will have to pay more tax and become involved in more complicated calculations. The Finance Bill indicates that the old regulations will continue to apply to capital gains tax, even though Budget documents initially stated that any losses brought forward would have to come off the current year's gains before the annual exemption could be used.
