It is becoming increasingly difficult to protect children from exposure to 'unsuitable' material in modern society, where the media plays an extremely powerful role. This is particularly the case with the Internet, which allows even the youngest children to quickly gain access to material which otherwise would be reserved for adults. Parents are becoming very concerned about this trend, especially as children are so quick to learn how to use new technology.

The UK government is under considerable pressure to make changes to community service so that it is no longer seen as a 'soft option' for young offenders. Community service certainly does not fit in well with a Conservative culture which calls for retribution and clear punishment. However, it has been adopted in other countries, and has been shown to be generally more effective than other forms of punishment.
