Daily Telegraph owner Conrad Black was not granted a peerage in the honours list issued on Jun 19, 1999. The reasons for this can be traced to Canada, where Black launched a new newspaper, The National Post, in Oct 1998. This newspaper has proved extremely successful, rivalling The Globe and Mail. It has been hostile to Canadian Prime Minister Jean Chretien and his Liberal government. Black believed that he would be eligible for a peerage if he obtained dual British-Canadian nationality, but the Canadian government was still able to prevent him being awarded one.

A colourful future for New York's grey lady
Article Abstract:
Significant changes are taking place at the New York Times as it seeks to gain truly national coverage. Production of the newspaper has been gradually transferred to remote sites over recent years, and production operations have now ceased at the premises in Manhattan. The newsroom has been revamped, and three distinct editions of the newspaper are now being produced. It is hoped that this approach will boost sales and allow the newspaper to attract national advertising. Colour printing will be introduced, but only very gradually.

Conrad Black's Hollinger International is planning to launch a newspaper called 'The New York Sun' in New York, NY, in spring 2002. It will have a right-wing stance, bringing it into competition with Rupert Murdoch's 'New York Post.'
