The buck wanders round and round
Article Abstract:
It is unreasonable to expect government ministers to bear the responsibility for every small administrative failure, but this cannot be used by ministers as an excuse to distance themselves entirely and focus simply on policy-making. Increasingly, some of the burden of responsibility is falling on the heads of the new executive agencies. This has been highlighted recently by the dismissal of Derek Lewis from the Prison Service. This will have the effect of deterring potential recruits from the private sector from taking employment with public agencies.

A House of better repute
Article Abstract:
The UK government's Select Committee on standards in public life has made recommendations which would go a long way towards improving the public image of parliament. However, this may still not be enough to convince ordinary people that many MPs are not primarily concerned about their own interests. It is very hard to fully regulate MPs' activities, as issues are discussed on many different levels and in many different settings.
