The annual report on the state of the world's finances published recently by the Bank for International Settlements (BIS) gives a clear view of the nature of the recent world recession. It indicates that Anglo-Saxon nations experienced the recession first, during the first half of 1991, followed by the rest of the world two years later. It also details several principles for policymakers, the main one being that countries should pay attention to the signals of the market and adapt policies accordingly.

Italy's 'olive tree' coalition may yet surprise Europe
Article Abstract:
Financial markets have reacted positively to the election of a left-of-centre government in Italy. It is recognised that there is now a chance that Italy could return to fiscal discipline. The depreciation of the lira has already helped the country's economy, and further progress could now be made. The country saw economic growth of 3.2% in 1995, and will still be expanding more rapidly than countries traditionally regarded as much stronger even if it only achieves growth of 2% in 1996.

Fear of recession stalks Europe
Article Abstract:
There are now growing fears that Europe is entering recession, even though the economic fundamentals have not actually changed very much. This has prompted a number of politicians to make defensive statements. It is now possible that France and Germany will see no growth at all, or even a decline, in the first half of 1996, and interest rates are set to fall.
