David Heathcoat-Amory resigned as UK Conservative Paymaster General as matter of principle and not for personal aspirations, to campaign against a single European currency, but his action is not expected to be successful. Kenneth Clarke, Chancellor of the Exchequer, offered to give Heathcoat-Amory more power in the negotiations between the Bank of England and the Treasury, but Heathcoat-Amory refused to stay and intends to begin his campagin under the auspices of the Bruges Group on July 23 1996.
