Nato representatives are encountering significant difficulties as they seek to persuade Serb generals to agree to a withdrawal from Kosovo, Yugoslavia. There has been a very tense atmosphere, even though Nato was initially confident, stating that the details of the military deal were not open to negotiation. The Serbian delegation has repeatedly stated that Nato is making unreasonable demands in areas including the timetable for the withdrawal.

Will America crack?
Article Abstract:
The capture of three US soldiers by Serbian forces is not significant in military terms, but will have a substantial impact on public opinion in the US regarding Nato military action against Serbia. The captives have now become a liability to the entire Nato operation. In the US, support for Nato air strikes and for President Bill Clinton could begin to waver. In particular, many Americans would be likely to oppose the use of ground troops.
