Peter Shayler, who in summer 1997 published damaging allegations about activities within MI5, has been released from prison in Paris, France, after it was found that the UK's Official Secrets Act is incompatible with European law. Extradition proceedings against him have now been dropped. His most spectacular claim was that the secret services had planned and supported an assassination attempt on Colonel Gaddafi of Libya, in which innocent civilians had been killed.

Europe lays the foundation for EU defence arm
Article Abstract:
The Western European Union (WEU) is set to take on a revived role, with European governments now discussing measures which would allow it to undertake peace-keeping and humanitarian activities separately from Nato. Such activities could start as early as the end of 1996. However, agreement has not yet been reached on more sensitive issues, including the organisation's longer-term aims and development.

The EU has made military conflict in Western Europe inconceivable. The question is, after the Cold War, can it find a fresh purpose?

The European Union is not in a very strong position to deal with the economic and social difficulties of Europe in the post-Iron Curtain period. However, this does not mean that it should be abolished. It is the only institution with any real power, and must be used to address the problems which will emerge in the 21st century. The main issue now is adopting it to cope with 27 member nations.
