New legislation in Scotland means that all properties regarded as a house in multiple occupation will have to be licensed. By 2003, this will apply to three or more unrelated tenants. Some Scottish local authorities already regard all shared homes as houses in multiple occupation, and this has prompted concern in England, where the government is also planning stricter regulations.
