Article Abstract:
An IT manifesto launched recently by the UK Computing Services and Software Association stresses the importance of investing additional funds in information technology training and of setting targets for the establishment of an electronic society. It is vital that children are taught from an early age to access information using IT and that the UK government creates an environment which encourages IT companies. Only in this way will the UK avoid being left behind in IT developments.

The Government offloads its gilts
Article Abstract:
The Bank of England will from Apr 1998 no longer be responsible for managing the UK's debt. The management of government short- and long-term borrowing will be transferred to the Debt Management Office, which will be semi-independent. It will be responsible for day-to-day decisions on managing debt from the very beginning, but will not take on Exchequer cash management until Oct 1998 at the earliest. One of its main tasks will be issuing of government bonds.
