Two-thirds of transport budget to go on roads

Aircraft are a key form of transport in Papua New Guinea, where the terrain makes it very difficult to build roads. The country has more than 500 airstrips, along with 47 national airports, of which 24 are operated by the central government. However, the government is now making road construction a top priority, with the construction of new roads and road maintenance accounting for around two-thirds of the transport budget. Key projects include highways connecting Port Moresby, the capital of Papua New Guinea, and the Gulf Province.

The way to reverse poor performance
Article Abstract:
There has been very significant improvement in standards at Rowley Fields Community College in Leicester, England, since it was designated as requiring special measures after failing an inspection in Nov 1996. The city council threatened to close the school down in Mar 1997, but parents resisted the plan and were able to save the school. A temporary principal drew up a wide-reaching action programme, and the governors set up sub-committees and agreed to carry out regular monitoring visits.
