Universities face huge cash review

The UK government is looking at the possibility of setting up an inquiry into higher education, following concerns expressed by university vice-chancellors about funding shortages. Prime minister John Major has stated that he is strongly opposed to the idea of charging top-up tuition fees to new students, and claims that universities have seen a 23% rise in their income in real terms over the last five years. The government wants to be able to reduce the amount of taxpayers' money which goes to higher education, but is aware that this is a very politically sensitive issue.

It is wrong to state that the UK Conservative party has swung a long way to the right and that chancellor Kenneth Clarke is the only remaining left-wing Conservative, according to Clarke himself. He does not take a soft line on public spending, as some observers have claimed, and has worked extremely hard to improve the state of the economy. He is not in favour of holding an early general election in autumn 1996, believing that divisions within the party must be healed before an election is called.

Education secretary Gillian Shephard plays a key role as one of only two female cabinet ministers in the UK government.
