Water firms told: Stop draining rivers
Article Abstract:
The UK government is to introduce measures to stop water companies from drawing water from rivers. The measures are in response to the dry periods 1989-92 and 1995-97 in which, with reservoirs lower than usual, water was drained from rivers. Some rivers dried up completely as a result of the abstraction, causing environmental damage. The environment minister, Michael Meacher, announced that abstraction licences allowing water companies to drain rivers are to be scrapped. They are to be replaced by time-limited ones and the right of companies to claim compensation if a licence is revoked has also been abandoned. From 2000, the water companies will be liable to civil action for damage to river and wetlands caused by over abstraction. While the Environment Agency has welcomed the changes, Water UK, the industry representative, said that the water companies would fight them, especially the measure ending compensation. It said that the industry had invested in infrastructure tied to these licences. Money would now have to be spent of sourcing alternative supplies of water.
