What is the point of these gatherings?
Article Abstract:
The 1999 Commonwealth Heads of Government meeting in Durban, South Africa, gives an opportunity to consider what the Commonwealth is actually for. The Commonwealth can no longer be said to be a cross-section of the world, connecting rich and poor countries with common legal, cultural and political traditions originating from the UK. However, the Commonwealth still has valuable defining features. It is closely identified with democracy and human rights, and has networks in the form of 70 non-governmental organizations. It needs a stronger structure and improved funding.
