Continental attitudes to corporate investment are displayed in the planned sell-off of state stakes in 21 companies worth up to 40 billion pounds sterling. The rules prevent non-EC nationals from taking over 20% of a company and government techniques such as prior recruitment of key stakeholders stabilise control of privatised groups. The government hope to avoid hostile takeovers and asset-strippers. Finance director of the chemical company Rhone-Poulenc Jean-Pierre Tirouflet feels that a firm strategic base can be achieved through shareholders keen on the company's future.

A by-election is required in the Berkshire constituency of Newbury after the death of Conservative member of parliament Judith Chaplin during a routine hospital operation. It is quite likely that a protest vote will provide the 9.4% swing the Liberal Democrats need to take the seat. If this happens, John Major's already tight majority in the Commons will fall to 19. Unemployment, the key to a possible protest vote, is running at 7.5%, less than the national average of 10.7% but vastly higher than the less than 2% in 1989.
