The UK could see considerable long-term benefits from ensuring that all mothers are in a position to work if they choose to, as this will reduce the burden on taxpayers. A national childcare scheme would prevent young mothers, especially those who are single and have the sole care of their children, from becoming depressed, and increasing funding for nursery education would build on the already widely recognised benefits of nursery education. There is now considerble presssure on the government to link with employers and parents to establish a comprehensive childcare system.

Small acts that rescue communities

Anne Power has been working tirelessly for more than two decades to bring some positive spirit to the UK's run-down housing estates. Her report on the fate of the 20 of the worst estates has recently been published by the Joseph Rowntree Foundation. She has been influential in introducing a new approach to estate management, but has had to battle against increasingly difficult problems. The report indicates that great determination is needed to bring about improvements.

The main cause of the recent spate of rioting on the Marsh Farm estate in Luton was probably the fact that many young people there have nothing to do. The estate is relatively well maintained, but many residents are poor, with the town having the highest negative equity and repossession rate in the UK. The social problems on the estate are common to many in the UK, and it is unclear why the rioting should have broken out when it did.
