Why did we go to war, if we weren't ready to keep the peace?

Article Abstract:

The international community succeeded in putting an end to direct conflict between Serbs and ethnic Albanians in Kosovo, Yugoslavia, with Albanian refugees now being able to return to their towns and villages. However, it is proving very hard to establish long-term peace in Kosovo. There are reports of reprisals against the Serbs by Albanians, with many Serbs being forced to leave. The international community does not seem totally committed to Kosovo's long-term stability, as indicated by the fact that there are only 65 United Nations police officers on patrol in Pristina.

The arrest of former Chilean dictator General Augusto Pinochet has at least served to offer some comfort to those who survived torture during his rule and to the relatives of those who disappeared. This development has indicated that those who died under the Pinochet regime cannot simply be forgotten. It is clear that Chile's fragile democracy would have collapsed if the country's democrats had sought to take action against the military and police. However, Chile's most serious problem is that amnesty has taken place without the truth having been revealed.
