The reality is that war, tragedy and incompetence go together
Article Abstract:
It is important to recognize that tragedy and incompetence are an inevitable element of war. Those who oppose Nato military action against Yugoslavia are wrong to use examples of incompetence, such as the bomb attack on the Chinese embassy in Belgrade, Yugoslavia, as an argument against this war. It can be argued that opposing military action to put a stop to Serb ethnic cleansing of Albanians in Kosovo, Yugoslavia, amounts to condoning the worst crime against humanity undertaken in Europe since the second world war.

Some ethnic Albanian women now in the refugee camp in Kukes, Albania, have informed Human Rights Watch and other aid organizations that they were held prisoner by the Serbs in the village of Dragacina, Kosovo, Yugoslavia. Some report that they were stripped and forced to serve officers in the nude, while others claim that they were raped. Human rights officials believe that the extent of the abuse could be much greater than the women are prepared to acknowledge.
