Why does the Foreign Office always seem to get it wrong?

The UK Foreign Office seems to have a negative impact on the promotion of British interests and on the protection of British citizens. The Foreign Office should focus on countries in which there has been British involvement in the past, rather than becoming involved in new ventures.
