The BBC has traditionally believed that it must attract a mass audience in order to justify the compulsory licence fee. However, the BBC now realizes that its audience share will inevitably decline as the television broadcasting market becomes increasingly competitive. It will no longer attempt to appeal to all tastes, but will instead offer distinctive programmes that more than justify the licence fee. This long-term strategy should prove effective in protecting the licence fee.
