Nato would have to address a number of extremely difficult issues in order to make it possible for the ethnic Albanians now living in refugee camps in Macedonia and Albania to return to their homes in Kosovo, Yugoslavia, and live in peace there. It would be necessary to ensure the safety of the returning Kosovars, as well as give them practical assistance and create a political leadership. It is important that Nato recognizes the difference between fighting for Kosovo and fighting against Serbia, focusing on liberating Kosovan towns rather than bombing Serbian ones.

Yugoslav President Slobodan Milosevic has been indicted by the United Nations war crimes tribunal for human rights violations in Kosovo, Yugoslavia. He is accused of forcing ethnic Albanians from their homes in Kosovo, as well as allowing his forces to loot and pillage property belonging to ethnic Albanians and to destroy ethnic Albanian towns and villages. It is also alleged that Yugoslav and Serb forces have seized personal identity documents from Kosovo Albanian civilians.
