Will students have to pay?
Article Abstract:
The UK's universities will have to make even more spending cuts than they have already if the government goes ahead with plans to reducing funding for higher education. There will be a particular decline in capital funding, which will fall by 50% by 1999. University vice-chancellors have stated that they are unable to make any further economies, having already reduced expenditure per student by 28% since 1989. Some are now considering introducing 'top-up fees,' to be paid by each student before starting each year of their course.

Article Abstract:
Fund-raising activities such as fayres and fetes have traditionally provided schools with extras. However, the funds raised at these events are now becoming an essential part of the school's budget, and parents are having to become much more committed to organising them. Recent research indicates that parents' contributions to schools have more than doubled over the last three years.

Article Abstract:
Funding per pupil in primary schools is generally considerably lower than in secondary schools, even though primary school children need more individual attention. This disparity in funding has been recognised for many years, but little has been done to correct it. Many observers now feel that primary education should be given a greater share of educational and national resources.
