The CRDF planned to announce the winners of grants given to scientists in the former Soviet Union in Jul 1996, but it is delaying the announcement of the Russian winners until Sep 1996. Russia's Ministry of Science wants to evaluate the peer-review system before the awards are announced.

The failure of the Mar '96 space mission was a devastating blow to the Institute for Space Research in Moscow, Russia. The institute has lost its defense contracts, and its budget is being cut to fund the international space station.
