Empowering people: goals and realities
Article Abstract:
The empowerment zone and enterprise community program is aimed at reviving social and economical aspects of ailing rural and urban areas by involving individuals, families and communities in the development efforts. Its first goal is to provide economic opportunity and employment to the residents. Stimulating the private sector through incentives, community participation and long term growth in all aspects of the society are among other goals. The program needs integration and collaboration among various participants to ensure success.

Congress bankrolls enterprise communities
Article Abstract:
The Omnibus Budget Reconciliation Act, passed by the Congress in 1993 has made provisions of $3.5 billion in financial assistance over a 10-year period for all empowerment zones and enterprise communities. The funds mostly originate from the specially created Empowerment Zone and Enterprise Community Social Service Block Grant. Every enterprise community will receive $3 mil in block grant funds, besides receiving a tax-exempt facility bond. The urban empowerment zones will each receive up to $100 mil in funds.

Enterprise zones: cure for urban ills?
Article Abstract:
The Clinton administration's modified version of the previously unsuccessful urban enterprise zones may be a remedy for urban problems if state-level programs are restructured to strengthen the economic and moral base of the local residents. This will ensure development of the tools necessary for long term economic growth, besides providing more jobs and stimulating entrepreneurship. Successful implementation of these programs can become a blueprint for the development of ailing urban and rural areas.
