U.S. seeks to rebuild battered inner cities
Article Abstract:
The Empowerment Zone and Enterprise Community Program announced by President Clinton is a positive step towards revitalizing troubled rural and urban areas. Liberal federal assistance spanned out for a period of ten years will help these areas to be productive and enterprising. Enterprise communities stand to gain tax-exempt facility bonds and one billion in social service block grants to develop business and human resources. The empowerment zones will also receive these facilities in addition to provisions made available for extra requirements. The project is a model for shaping urban policy.

U.S. urban areas seek new paths to prosperity
Article Abstract:
The Omnibus Budget Reconciliation Act of 1993 contained important federal efforts to infuse life into decaying urban areas. Provisions to attract investors to these areas set this project apart from previous attempts. The act provides federal financial assistance and incentives to business organizations. The terms, empowerment zones and enterprise communities, denote the Government's agenda toward these areas. The success of the project largely depends on local people's participation and community-based planning which will be known in early 1996.

Enterprise renaissance revitalizes Newark, N.J
Article Abstract:
Enterprise-zone activity has revitalized the once floundering economy of Newark, N.J. New business establishments have started their enterprises providing jobs to residents within walking distance from their homes. The program's effectiveness imparts hope to other projects under way in different states. Cities can learn from the strategies adopted by Newark for successfully implementing the enterprise zone programs in their areas.
