Evaluating program performance: the case of Federally-funded collaborative research

Article Abstract:

Technology development managers could gain beneficial insights from two Advanced Technology Program (ATP)-funded joint ventures conducted by the National Institute of Standards and Technology under the supervision of the Dept. of Commerce. The programs, namely, the printed wiring board joint venture and the short-wave sources for optical recording joint venture, provide program managers with quantitative information for reducing costs and time involved in the the development of new technologies.

Harmonization versus differentiation in international property rights regime

Article Abstract:

Any country would be best served by an intellectual property rights (IPR) regime that caters to its national interests. To support this proposition, the merits and disadvantages of a differentiated and homogeneous IPR systems are compared from the domestic-welfare and global-welfare viewpoints. The comparison showed the superiority of differentiated IPR systems under one assumption, that a country's IPR system does not have a significant impact on its global trade.
