Article Abstract:
A 'cap and trade' approach was enacted by the United States government for reducing the emission of mercury by about 20 percent by 2010 and 70 percent by 2018. Some states and public health groups disagree with the approach, as it is unable to address areas particularly vulnerable to mercury pollution.
