NASA has endured numerous setbacks from the mid-1990s to the present, including the loss of the Mars Polar Lander and Climate Orbiter and the six-month grounding of the space shuttle fleet. Some analysts attribute the increasing rate of these incidents to poor management and the erosion of critical work-force skills. Others assert that NASA's problems are the logical result of the so-called "faster, better, cheaper" credo that guides its research and engineering.
