R&D budget takes shape in Congress, piece by piece

The House Appropriations Committee voted on science spending for FY 1996. The NOAA budget was cut 10%, and a 5.7% increase for the NIH may be rejected by the Senate. Rep Jerry Lewis' bill to cut space science and close three NASA centers was abandoned, under the influence of Speaker Newt Gingrich.

Democrats withdrew Pres Bill Clinton's emergency supplemental bill. The bill would have provided $207 to NSF, $64 million to the Commerce Dept's National Telecommunications and Information Administration and $14 million to the National Institutes of Standards and Technology.
