States move ahead with water pollutant trading programs
Article Abstract:
A survey of the water pollution trading program of states showed that trading has not achieved its full potential due to regulatory and financial hindrances. This finding was revealed in the Environmental Protection Agency's All States meeting, which discussed many of the issues hampering compliance. Some of the issues discussed in the meeting include the use of the water pollution trading program to replace subsidies in agricultural control or point source regulation. The program was designed to help polluting firms comply with water quality regulations by trading its pollution credits with firms that comply with standards, with the provision that the polluting firm adopt the water pollution control technologies of the firm it traded credits with.
