U.S. research effort steers new course
Article Abstract:
The Clinton administration has drawn a federal research and development framework to face the changing environment in the field of science and technology research. The end of the Cold War, the increasing need to be globally competitive and economic and political pressure on federal budget have an effect on the research framework. These factors also have an impact on the relationship between the US government, industry and the universities. The universities should concentrate on basic research while the industry and the government should focus on developing commercial technologies to strengthen the nation's technological capabilities.
