Combatting drugs in PHAs: a national initiative
Article Abstract:
The struggle against drug use in public housing must emphasize resident involvement and a systematic, sustained approach. Oasis Institute Exec Dir Bruce Quint reports that Oasis helps reverse neighborhood deterioration and rising crime rates by developing oases of safe, decent housing in the midst of urban blight. Quint says that neighborhood cooperation can be enhanced by identifying and developing existing strengths, eliminating 'turf guarding', breaking down institutional barriers, compensating for criminal justice system weaknesses, providing residents with a compelling reason for removing drugs from the community, and eliminating fear tied to reporting drug activity to the police. Federal drug law enforcement efforts are detailed, and a brief report is offered on a May 1987 national conference on creating drug-free public housing.

Congregate service programs
Article Abstract:
The Congregate Housing Services Program included in the Housing Community Development Act of 1978 allowed the U.S. Department of Housing and Urban Development to grant contracts of from three to five years to 32 Public Housing Authorities and Section 202 Elderly Housing sponsors who provide supportive services and meals to handicapped and elderly residents who would otherwise require institutionalization or who are recovering from illness. An analysis of the Congregate Housing Services Program is provided, describing the purposes of the program and how it has improved the lives of those it serves. It is evident that a great need exists for similar services in other areas by the number of eligible applicants that administrators are forced to turn away, a number that will increase as the percentage of elderly in the U.S. grows.

Article Abstract:
Public housing authorities (PHAs) need to have a positive relationship with legal counsel to be effective because legal counsel help PHAs to understand public housing law. Typically, PHAs hire outside legal counsel, while other PHAs have in-house lawyers, but all PHAs should spell out the role of legal counsel in a clear agreement for the best results. In general, legal counsel and PHAs interact at housing authority gatherings. At the meetings, legal counsel makes sure correct procedures are followed.
